The foreign ministers of Germany, Ireland, the Netherlands, Norway, and the United Kingdom stated that violence by Sudan's Rapid Support Forces in al-Fashir constitutes war crimes and bears the hallmarks of genocide, and announced plans to form a coalition to prevent further atrocities in Sudan.

The United Nations Security Council imposed sanctions on four commanders of Sudan's Rapid Support Forces for their roles in alleged atrocities committed in Darfur, particularly in el-Fasher, following a U.N.-backed report accusing the RSF of mass killings and genocidal tactics against non-Arab communities.

The United Nations Independent International Fact-Finding Mission for the Sudan released a report detailing atrocities by the Rapid Support Forces during their takeover of El Fasher, North Darfur, in late October 2025, concluding that the RSF's conduct presents indications pointing to genocide.
